Five months into Cardan's reign, Jude is his seneschal and secretly directs him through the oath binding him to her for a year and a day. Oak is growing up in the mortal world with Vivi. Jude still intends him to rule eventually and wants to extend her control over Cardan until that can happen safely.
Cardan refuses to extend the bargain. He also begins making decisions of his own, including appointing Locke as Master of Revels and accepting the smith Grimsen at court. His moods and magic affect the land, showing that he has powers Jude cannot exercise on his behalf.
Balekin is imprisoned in the Tower of Forgetting. Jude intercepts his messages to Cardan, visits him herself, and questions a guard named Vulciber. She learns that Balekin is communicating with Queen Orlagh of the Undersea.
After someone shoots into Cardan's bedroom, Jude follows a concealed passage and finds Nicasia. Nicasia says she intended to kill the woman in Cardan's bed rather than Cardan himself. Jude uses the secret to obtain information.
Orlagh wants Cardan to marry Nicasia, making her daughter High Queen and extending the Undersea's influence over Elfhame. Nicasia also warns Jude that someone she trusts has betrayed her.
Jude tries to warn the Living Council, but its members initially dismiss her. The threat becomes public when Orlagh's envoys interrupt a revel and demand the marriage. Cardan rejects their attempt to dictate his choice.
Locke uses a revel to name Jude Queen of Mirth, a role in which a mortal is traditionally enchanted and mocked. Dain's geas means she understands the humiliation rather than mistaking it for an honor. Cardan dances with her during the spectacle.
Madoc wants Jude to abandon Cardan and work with him. She refuses, although they both oppose Orlagh taking control through a marriage. He also proposes using Oak as bait during Taryn and Locke's wedding. Jude wants to keep the child safe while preventing an attack.
Taryn and Jude have resumed contact. Taryn asks her to remove Locke from his new position, fearing his work will keep him away and encourage further trouble. Jude cannot easily do that without revealing her power over Cardan.
A prisoner who knew Jude's mother turns out to be Lady Asha, Cardan's mother. She supplies information about Eva and a prophecy that one of Eva's children would become a great weapon. Jude considers using Asha to pass false information to Balekin.
Asha wants freedom without having to face Cardan. Jude keeps her request separate from her work with the king, adding another secret between them. The Roach urges Jude to be more honest with Cardan about his mother.
When Jude asks Cardan to obtain information by charming Nicasia, their conversation becomes an argument about their own attraction. They kiss and become sexually intimate. Afterward, Jude tries to treat it as a single encounter, although her feelings continue.
Jude collects Vivi, Oak, and Heather from the mortal world for Taryn's wedding. Heather has not been properly prepared for Faerie, and Vivi only reveals the truth about herself at the last moment.
Jude buys enchanted earrings from Grimsen as a gift for Taryn. On her way to Madoc's home the night before the wedding, masked riders attack her. She fights them off but takes an arrow in the thigh and loses the earrings. Vivi helps stitch the wound.
At the wedding, Jude sees Taryn wearing the missing earrings and notices Locke's injury. She realizes he was among the attackers. Before she can respond, the planned conflict with the Undersea begins.
A faerie enchants Heather with the features of a cat. Jude makes him reverse it, but Heather is frightened. Vivi then erases her memory of the incident instead of allowing her to decide how to respond.
Madoc overhears Jude giving Cardan an order and realizes that her influence over him is more than political. He warns that they will be enemies after the immediate threat is dealt with.
The Ghost summons Jude to the tower after an Undersea attack. The guards are dead and Balekin has been freed. Jude releases Asha, then discovers that the Ghost is helping the attackers. She is knocked unconscious and taken underwater.
Orlagh, Nicasia, and Balekin believe they can glamour Jude into obedience. They do not know Dain's protection survived his death. Jude pretends their commands work, including commands to reveal information and forget what she has heard.
Her captors discuss replacing Cardan and having Grimsen make a new crown. A crown without the Blood Crown's restrictions could remove the need for another royal relative to crown Balekin.
Jude is starved and mistreated. Missing the poisons she regularly takes also makes her ill. Balekin forces her to kiss him while she pretends to be enchanted and orders her to kill Cardan once she is released.
Cardan negotiates her return. Balekin gains freedom and a position as the Undersea's ambassador. The agreement also prevents retaliation for an Undersea attack on the Court of Termites. Jude returns to Madoc's house and learns she has been gone for a month.
A representative of the attacked court demands that Jude repay her earlier debt by killing Balekin. Jude initially refuses because killing Orlagh's ambassador could start a war.
Madoc's guards prevent Jude from seeing Cardan. The Court of Shadows' base has also been destroyed, leaving her uncertain about the spies' survival. Balekin, still believing she is under his control, gives her poison and arranges access to a masquerade.
Jude finds another way into Cardan's room before the ball and tells him what happened. The Roach and Bomb initially suspect she has come to kill him. She proves she cannot be glamoured, and the group begins planning together. The Ghost remains missing.
At the masquerade, Cardan appears drunk and behaves erratically. When he kisses Jude, she recognizes the taste of poison. Balekin has arranged the poisoning and tries to frame her using the vial he gave her.
Jude gets Cardan away. Balekin demands the crown in exchange for the antidote. Jude goes to meet him and offers to test it by drinking the supposed poison herself.
She has replaced the poison with water. When Balekin gives her antidote, she holds it in her mouth and spits it into the empty vial for the Bomb to take to Cardan. She then fights Balekin in a duel and kills him. The antidote saves Cardan.
Cardan tells Jude that he granted the favor she requested while she was away: releasing Madoc from his obligations to the crown and allowing him to take half the army.
Jude made no such request. Taryn dressed as her and used their identical appearance to obtain Cardan's agreement. He trusted the request because he believed it came from Jude.
Madoc now has an independent force. Jude's arrangement has been undermined both by her sister's deception and by Cardan's attempt to act without being ordered.
Cardan asks Jude to release him from the remaining months of his oath. In exchange, he offers marriage and the position of High Queen. She would have authority in her own right rather than needing to control his decisions.
They exchange marriage vows privately. Jude releases him from his service to her. Their marriage is real, but the court has not witnessed it and does not yet know that she is queen.
Jude believes they can now govern together. That belief is immediately tested when Orlagh arrives demanding punishment for Balekin's death.
Orlagh threatens war and demands Jude as payment for killing her ambassador. Cardan refuses to hand Jude over. He demonstrates his power over the land beneath the sea by raising a new island and trapping Nicasia with growing branches.
Orlagh agrees to terms, and Nicasia remains on land as an ambassador. Cardan has prevented the Undersea from dictating the succession.
He then sentences Jude to exile in the mortal world for killing Balekin. The sentence allows her return only if she is pardoned by the crown. Jude protests that he cannot banish the High Queen, but the onlookers do not believe her claim.
Jude leaves believing Cardan used the marriage to escape her control and then removed her. The marriage itself has not been dissolved. The reason for the wording of the sentence is explained in the next book.
